PROBLEM TO BE SOLVED: To provide a character recognition device which allows an operator to perform adjustment of character recognition according to the skill of the operator himself/herself, a divider and a program.SOLUTION: A character recognition device in an embodiment has: a character recognition unit; a recognition adjustment unit; an adjustment history storage unit; and an adjustment history management unit. The character recognition unit recognizes characters included in an image. The recognition adjustment unit acquires a value inputted by an operator in one parameter out of a plurality of parameters used when the character recognition unit recognizes the characters, and sets the inputted value to the character recognition unit. The adjustment history management unit, when the inputted value is set in the character recognition unit, updates information showing skill stored by the adjustment history storage unit by associating it with the information showing the parameter of the inputted value.
