Provided are a method and an apparatus for forming a composite structure. The apparatus comprises a fiber layer. The fiber layer comprises a plurality of fiber bundles and a number of filler portions. The multiple fiber bundles have a number of spaces between the fiber bundles. A number of filler portions comprise discontinuous filaments which substantially fill a number of spaces between the multiple fiber bundles.
