The present invention relates to an apparatus and a method for diagnosing a hemi-neglect patient. The apparatus comprises: a display unit for displaying any one among a plurality of diagonal lines, horizontal lines, and graphics according to preset display information on a screen of a mobile terminal; a recognition unit for recognizing a position designated by a hemi-neglect patient according to a preset condition on any one among the diagonal lines, horizontal lines, and graphics displayed on the screen; a calculation unit for calculating the degree of laterality according to the difference between the position designated by the hemi-neglect patient and a preset normal value; and an output unit for outputting the calculated degree of laterality on the screen.
