The purpose of the present invention is to provide a heating mat for a hot water bed, wherein a temperature is quickly raised up to a predetermined heat temperature, which can improve thermal efficiency, has a simple structure, and can improve a manufacturing yield as well as reduce a manufacturing cost. The heating mat for a hot water bed comprises: an insulating material (10) formed to have a square shape; an aluminum frame (50) covering an upper surface and an edge of the insulating material (10); and a steel plate (60) covering an edge of the aluminum frame (50) and the insulating material (10).
