PROBLEM TO BE SOLVED: To provide an on-train train control device capable of reliably receiving a proper speed control signal while avoiding an influence of noise.SOLUTION: An on-train train control device for receiving a speed control signal transmitted from a ground device and performing speed control of a train includes: a Fourier transformation part for subjecting the received signal to Fourier transformation; and a signal determination part for determining that the received signal is not appropriate for spend control of the train when a signal level of a boundary frequency in a signal frequency range is higher than a signal level of a center frequency in a signal frequency range contained in a Fourier transformation signal generated at the Fourier transformation part, and a signal level higher than the signal level of the boundary frequency is present in a predetermined frequency range out of the signal frequency range from the boundary frequency.
