According to the present invention, an apparatus for determining an operation condition of a TBM, is capable of determining an operation condition of a TBM disk cutter with a modeling test in accordance with a rock of a construction site. The apparatus for determining an operation condition of a TBM comprises: a specimen fixating unit (130) fixating a rock specimen (s); a rotation unit (140) rotating the specimen fixating unit (130); a mounting unit (250) having the disk cutter (9) installed to be rotated and installed on the specimen fixating unit (130); and a vertical load application means installed on the mounting member (250) to apply a downward vertical load to the disk cutter (9) and installed below the rock specimen (s) to apply the upward vertical load to the rock specimen (s).
