PROBLEM TO BE SOLVED: To provide a seal structure capable of damping vibration with high robustness even when exciting force fluctuates.SOLUTION: A seal structure is disposed between a first rotor blade and a second rotor blade respectively connected to a shaft member rotatable on a rotating shaft, disposed in adjacent to each other in the circumferential direction of a rotating shaft. The seal structure includes a first contact member movably disposed in a first space between the first rotor blade and the second rotor blade and kept into contact with a first contact face facing the first space with first contact force in rotation of the shaft member, and a second contact member movably disposed in a second space between the first rotor blade and the second rotor blade, and kept into contact with a second contact face facing the second space with second contact force different from the first contact force in the rotation of the shaft member.
