PROBLEM TO BE SOLVED: To provide a moving image encoder capable of expanding a transmission band when transmitting moving image data and improving transmission reliability of moving image data.SOLUTION: A moving image encoder 10 includes: a coding unit 13 for coding, among moving image data, key data which can be coded without referring to other data in the moving image data, first subordinate data which is coded by referring to the key data, and second subordinate data which is coded by referring to at least the first subordinate data; and a communication processing unit 14 for transmitting the coded key data and the coded first subordinate data to another device through a first communication channel 20-1, whereas transmitting the coded key data and the coded second subordinate data to other device, through a second communication channel 20-2 different from first communication channel. |
