PROBLEM TO BE SOLVED: To provide a transmission management device capable of acquiring state information of another terminal that is a destination candidate of a terminal, in accordance with a service requested from the terminal, an information processing method, a program and a transmission system.SOLUTION: The transmission management device for performing call control of a transmission terminal includes: notification destination setting means for setting notification destination information of state information in accordance with service information when a connection request including the service information is received; determination means for determining whether to notify another transmission management device of the state information of the transmission terminal; first notification means for notifying the other transmission management device of the state information when it is determined by the determination means that the other transmission management device is notified of the state information of the transmission terminal; and acquisition means for acquiring the state information of another transmission terminal managed by the other transmission management device when the other transmission management device is notified of the state information of the transmission terminal.
