PROBLEM TO BE SOLVED: To provide a system which quantitatively calculate the value provided for the society and final users by an infrastructure system-offered deliverable.SOLUTION: A value quantification system comprises: a sensitivity by object calculation unit 1 for setting the value provided by infrastructure system-offered deliverable according to the needs of the final users; a social value contribution calculation unit 2 for setting the correspondence between the value provided by infrastructure system-offered deliverable and the social value; and an infrastructure value calculation unit 4 for calculating the value of the deliverable on the basis of the accumulated value of each value. The sensitivity by object calculation unit 1 comprises a universal value coefficient α setting unit, a statistic value input part, a normalized value &bgr; calculation unit, a requested quality importance γ calculation unit, and an individual request A sensitivity &phgr; calculation unit.
