A multi-layer video signal decoding method according to the present invention: selects a candidate reference picture of a current picture from a picture corresponding to a reference layer by using information of the number of sub-layers related to at least one reference layer, and a time level identifier of a current picture belonging to a current layer; induces, based on the number of candidate references pictures, the number of active references of a current picture; acquires, based on the number of active references, a reference layer identifier; determines an active reference picture of a current picture by using the reference layer identifier; generates a reference picture list related to a current picture comprising a time-based reference picture and the active reference picture; and performs an inter-prediction of a current picture based on the reference picture list. |
