According to the present invention, any one of a pair of operation valves arranged inside a fuel tank is formed to open a moving hole of the fuel tank. The operation valves are arranged inside the fuel tank for each floating body to receive buoyancy in a direction opposite to each other; thus the fuel can be moved outside in case the fuel tank is maintained in a gravity state and a reverse gravity state.
