According to the embodiment of the present invention, a method of selecting the special cell of a macro base station in a mobile communications system where a terminal can communicate with base stations, includes a step of receiving cell measurement information on a serving cell and a peripheral cell from at least one terminal which receives a service from the macro base station, a step of receiving status information which includes the load information of the serving cells which a small cell base station supports from the small cell base station, a step of determining a secondary cell group (SCG) of the serving cell where the small cell base station can serve the terminal based on the cell measurement information and the status information, and a step of transmitting the determined SCG related information to the small cell base station. Also, a method and an apparatus for operating a small cell base station which communicates with the macro base station, can be provided. Also, a method and an apparatus for operating a terminal which communicates with the base stations, can be provided. |
