In one instance, the UE identifies a target cell having the strongest signal strength. In another instance, the UE postpones a transmission of a measurement report for a target cell when a neighbor cell signal strength is greater than the strongest target cell signal strength and the strongest target cell signal strength is below an absolute threshold value. |
