PROBLEM TO BE SOLVED: To provide a radiological image-capturing device which reduces noise of a radiographic image at low cost without requiring synchronization of image capturing timings.SOLUTION: The radiological image-capturing device includes: a first read control section (130) that executes a first read mode in which electric signals stored in a plurality of pixels (102) are read out simultaneously in units of a plurality of rows; and an emission-start determining section (132) that determines that emission of a radiation (16) from a radiation source (34) onto an image-capturing panel (66) has started when values of the electric signals read by the first read control section (130) become larger than thresholds that can be optionally set. The first read control section (130) terminates the reading of the electric signals, and thereby brings the image-capturing panel into an exposure state when the emission-start determining section (132) determines that the emission of the radiation (16) has started.
