PROBLEM TO BE SOLVED: To provide an electrochemical cell that has excellent adhesion between an electrolyte layer and an electrode layer even when burned at a relatively low temperature, and a method that makes it possible to efficiently and favorably produce the electrochemical cell.SOLUTION: An electrochemical cell according to the present invention comprises an anode layer and a cathode layer, and comprises a proton conductive solid electrolyte layer between the anode layer and the cathode layer, and at least one of the anode layer and the cathode layer comprises a noble metal particle or a noble metal alloy particle in addition to a perovskite type metal oxide comprising a transition metal element.
