The present invention provides congestion information by taking advantage of road links of ordinary map data without using special links. On the basis of speeds of moving bodies such as vehicles, a congestion determination device detects low-speed sections in which the moving bodies are moving at a predetermined speed or slower. Then, the congestion determination device determines whether or not the low-speed sections are longer than a predetermined distance, and determines that the low-speed section longer than the predetermined distance are congested sections. Since there are situations where low-speed sections shorter than the predetermined distance are not actually caused by congestion but by waiting at traffic lights, temporary stops, and so forth, those situations are excluded in order to improve the accuracy of congestion determination.
