Provided is a low-cost gas diffusion porous layer which has high production efficiency, low resistance in the film thickness direction and high gas diffusion ability. This gas diffusion porous layer contains carbon particles and a hydrophilic polymer having a surface contact angle of 90° or less. This gas diffusion porous layer has a surface contact angle of 90° or less.
