PROBLEM TO BE SOLVED: To achieve video transmission with few errors fixed, satisfying predetermined transmission quality without decreasing transmission efficiency.SOLUTION: A transmitter 1 includes: a check bit number determination unit 12 for setting the number of initial check bits which is common to all channels, acquiring a transmission quality index for each channel observed at the reception side, and determining the number of check bits, obtained by increasing or decreasing the number of initial check bits, on the basis of each channel; and an error correction coding unit 11 for granting check bits, having the above number of check bits, to the input video signal on the basis of each channel, to perform error correction coding. The check bit number determination unit 12 determines the number of check bits in such a manner that the number of check bits is increased as the transmission quality indicated by the transmission quality index is worse, and the total number of check bits for all channels becomes equal to the product of the number of channels and the number of initial check bits. |
