electrical insulation disposed on the outer surface of the inner pipe,a first semiconductive or conductive layer disposed on the electrical insulation,a second semiconductive or conductive layer disposed on the inner surface of the outer pipe, anda low resistance centralizer that electrically connects the second semiconductive or conductive layer disposed on the inner surface of the outer pipe across an air gap to the first semiconductive or conductive layer disposed on the electrical insulation.
