The present invention relates to a floating storage power plant wherein a combined cycle power module is installed in a floating offshore structure. An engine generation module is provided in the floating offshore structure. The waste heat from the engine generation module is used as a heat source for vaporizing liquefied natural gas. According to the present invention, the waste heat of exhaust gas from an engine is used as a heat source for vaporizing the liquefied natural gas supplied to a thermal power generation module to generate power to improve energy efficiency without reducing the efficiency of the floating storage power plant and causing the destruction of the marine ecosystem. In addition to this, the floating storage power plant significantly improves the power generation efficiency by individually or simultaneously generating power in the combined cycle power module and the engine generation module in accordance with the required power capacity on land.
