In order to suppress the volatilization of phosphorous and improve processing efficiency, a surface melting furnace (1) is equipped with: a furnace chamber (4), in which auxiliary burners and air supply mechanisms (11) are arranged in the approximate center of the furnace ceiling (2), and a slag port (3a) is formed in the furnace bottom (3); a processed material supply mechanism (8) that supplies a material being processed to the furnace (4) from a processed material storage unit (7) provided at the periphery of the furnace (4); and a peripheral air supply mechanism (20), which supplies air toward the surface of the material being processed immediately after the material being processed is introduced into the furnace (4) by the processed material supply mechanism (8), thereby suppressing a reduction reaction of phosphorous oxides contained in combustible waste.
