[Problem] To provide: a retardation film which is capable of suppressing retardation change in a wet heat environment, while maintaining high retardation developability; a polarizing plate using the retardation film; and a display device. [Solution] A retardation film comprising a retardation increasing agent that contains a nitrogen-containing compound (A) represented by general formula (1) and a nitrogen-containing compound (B) represented by general formula (2). (In general formula (1), each Ar independently represents a substituted or unsubstituted aromatic hydrocarbon ring or a substituted or unsubstituted nitrogen-containing aromatic heterocycle; and each of X2 and Y2 independently represents a substituted or unsubstituted nitrogen-containing aromatic heterocycle.) (In general formula (2), each Ar independently represents a substituted or unsubstituted aromatic hydrocarbon ring or a substituted or unsubstituted nitrogen-containing aromatic heterocycle; and each of X3, Y3 and Z3 independently represents a substituted or unsubstituted nitrogen-containing aromatic heterocycle.)
