PROBLEM TO BE SOLVED: To provide a heating element unit and a heating device having a reflector that can be easily machined to a special shape according to an object to be heated. SOLUTION: The heating element unit has the reflector made of a thin-plate metal material that is adhesively attached to the outer-periphery wall of a shell including a heating element and transmitting heat rays and has elastic force so that the reflector can be bent while having a plurality of openings.
