PROBLEM TO BE SOLVED: To generate a signal of a multi-carrier system whose peaks are suppressed. SOLUTION: A signal generator has a means for detecting the maximum value and minimum value of real number components in transmission data and the maximum value and minimum value of imaginary components; a means for calculating the mean value of the detected maximum value and minimum value of the real number components and the mean value of the detected the maximum value and the minimum value of the imaginary components; a means for outputting a difference between the transmission data and mean data, constituted of the calculated mean value of the real number components and the calculated mean value of the imaginary number components; a means for detecting the transmission data having the maximum amplitude from the transmission data, and for dividing the detected transmission data by the amplitude; a means for multiplying the transmission data by the complex conjugate data of the divided transmission data; and a means for multiplying the mean data by the divided transmission data.
