PROBLEM TO BE SOLVED: To provide a droplet discharge head which can stably discharge droplets by efficiently heating piezoelectric elements and the periphery of the piezoelectric elements by a simple structure, and to provide a droplet discharge device. SOLUTION: The inkjet recording head 32 has heating resistors 37 on a piezoelectric element board 71 having piezoelectric elements 60 having piezoelectric elements 60, an upper electrode 64 provided on one side of the piezoelectric elements 60 and a lower electrode 58 provided on the other side of the piezoelectric element 60, a TEOS film 54 provided with the lower electrode 58 of the piezoelectric element 60 on one side, a LOCOS film 44 provided on the other side of the TEOS film 54, a first electric wiring 52 formed between the TEOS film 54 and the LOCOS film 44, a second electric wiring 56 connecting the first electric wiring 52 and the lower electrode 58.
