PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image forming apparatus which can output images without any feeling of surface roughness, considering the reproducibility of colors, by eliminating the influence of color unevenness contained in a dot area of an image to be processed. SOLUTION: The image processing apparatus 300 divides input color manuscript image data into the dot region and other region and performs filter processing and color correction on each region and then combines color-corrected pixel data of each region to covert the input color manuscript image data into output color manuscript image data. The image forming apparatus 1 is equipped with the image processing apparatus 300 and is also equipped with a color correction means 304 for performing color correction. The color correction means 304 divides C, M, and Y pixel data in the dot region into a noticeable pixel and a pixel block having a predetermined size which consists of reference pixels around the noticeable pixel, and then calculates C, M, Y correction pixel data for the noticeable pixel based on specific color component data of the noticeable pixel and average pixel data of other color components of the pixel block corresponding to the noticeable pixel.
