PROBLEM TO BE SOLVED: To provide a common bus access arbitration system achieving common bus access control of high reliability in a system with a duplexed control module. SOLUTION: The common bus access arbitration system adopts such configuration that an active system control module (for example, 100) and a stand-by system control module (for example, 200) have arbitration function parts 102, 202 respectively for arbitrating the right of use of a common bus 400 between the active system control module 100 and the stand-by system control module 200 and that the arbitration function part 102 in the active system control module 100 arbitrates the right of use of the common bus.
