PROBLEM TO BE SOLVED: To highly accurately predict congestion on the basis of a state of walkers and a state of vehicles. SOLUTION: A congestion prediction apparatus 12 detects vehicles and walkers in a prescribed area including a roadway and predicts congestion generated in the roadway included in the prescribed area on the basis of the detection result. A driving support apparatus 14 loaded on a vehicle receives the congestion information of the congestion predicted by the congestion prediction apparatus 12 and guides a route for evading the congestion to a vehicle driver or calls driver's attention.
