PROBLEM TO BE SOLVED: To provide an oilless dry toner excellent in charging property in a small amount, free of filming/low-temperature fixability and achieving both stability and charging property, a toner for obtaining high image quality excellent in fine dot reproducibility, and an image forming apparatus. SOLUTION: The toner is prepared by dissolving or dispersing, in an organic solvent, at least a binder resin and/or a binder resin precursor, a colorant, a release agent and a modified layered inorganic material in which at least part of interlayer ions is modified with an organic ion to form an oil phase, dispersing the oil phase in an aqueous medium to obtain an emulsified dispersion, and carrying out granulation, wherein the toner has a volume average particle diameter of 3-7μm and a ratio (Dv/Dn) of the volume average particle diameter (Dv) to a number average particle diameter (Dn) of the toner of 1.00-1.30, and wherein the release agent is included in the toner in an amount (A) of 1-10 wt.%, and the ratio (B/A) of the amount (A) to the amount (B) of the release agent included in a classified toner in units of wt.% is 0.7-1.3, wherein the classified toner satisfies the relationship (Dv/Dn-1)≤3/4.
