PROBLEM TO BE SOLVED: To provide an optical deflecting device which is much low in voltage than before and can change the deflecting direction of an optical deflecting element to predetermined directions in an element plane in order, and an image display device. SOLUTION: The optical deflecting device (10) according to the present invention has the optical deflecting element and a voltage control means. The optical deflecting element comprises a pair of transparent substrates (11), two or more kinds of liquid crystal layers (13) of chiral smectic C phase which are divided and charged between the substrates and also different in polarity of spontaneous polarization to homeotropically be aligned, and a plurality of electrodes (14) for applying electric fields to the respective liquid crystal layers. Further, a voltage control means (15) sets voltages of the electrodes of the optical deflecting element individually to levels of three or more values. COPYRIGHT: (C)2008,JPO&INPIT
