PROBLEM TO BE SOLVED: To provide an encryption key management apparatus and an encryption key management method improving handlability for a user and practically enough to protect data allowing only the plurality of specific users to each independently acquire an encryption key with a simple technique. SOLUTION: The apparatus is provided with a means (14d) for using a second common key (Ku) generated from RS and an inputted password, thereby encrypting a first common key (Kb) based on a common key system and recording the key (Kb) into an information recording medium (15a); a means (14g) for using a public key (Kp) recorded in the information recording medium (15a) to encrypt the first common key (Kb) based on a public key system; and a means (14h) for agitating the first common key (Kb) encrypted based on the public key system, and recording the key (Kb) into the information recording medium (15a).
