A packet communication method includes: a step that a mobile station UE receives regulation information for permitting and regulating an arrival and establishes a control path between the mobile station UE and a packet exchanger SGSN in accordance with arrival of paging for the mobile station UE; a step that the packet exchanger SGSN transmits a message instructing to establish a data path via a control path; and a step when a message is received by the mobile station UE which has received the regulation information, the message is transmitted to the packet exchanger SGSN, thereby establishing a data path.
