<p><P>PROBLEM TO BE SOLVED: To provide a light emitting device which can make effective use of a light emitting layer formed in a region other than light emitting elements for writing a latent image, and to provide an image forming device. <P>SOLUTION: An organic EL device 1 is formed of: a plurality of picture element electrodes 11A formed on a glass substrate 10 at regular intervals so as to form a row; a plurality of picture element electrodes 11B formed almost in parallel with the row of the picture element electrodes 11A; organic EL elements 3 formed so as to be superposed on the picture element electrodes 11A, 11B and including the light emitting layer 15; and a minus terminal 16 formed on one side of the organic EL element 3 opposite to the picture element electrodes 11A, 11B. In the organic EL device 1, not only the light emitting elements 5A that are usable for writing of the latent image but also the light emitting elements 5B can emit light.
