PROBLEM TO BE SOLVED: To provide a distributed control method for determining a control measure for attaining or maintaining the performance of the whole system while satisfying restrictions of total resources on a real-time base, in which each element needing the resources most at every time autonomously determines the measure without providing a specific management element. SOLUTION: In the method for executing the function of satisfying the restrictions of total resources and the control function of attaining/maintaining the performance of the whole system by dynamically flexible distributed control, a "card game method" is proposed that is a new method in which each element dynamically alternately performs measure/decision-making processing without specifying an agent for managing resource distribution by disposing an "agent" that is software having the function of executing autonomous determination and control, whereby a versatile processing method is provided.
