A plasma display panel is provided to increase brightness by enlarging a fluorescent layer application area. A front substrate(15) is opposed to a rear substrate(10). An address electrode(11) is formed in a first direction on the rear substrate. A rear dielectric layer(12) covers the address electrode. A barrier rib(13) is arranged on the rear dielectric layer and defines plural discharge cells. A fluorescent layer(14) is formed on the discharge cell. A display electrode(16) is formed in a second direction to be adjacent to the front substrate. A front dielectric layer(17) covers the display electrode. A protective layer(18) covers the front dielectric layer. The barrier rib includes lower and upper barrier rib layers. The lower barrier rib layer is formed to be adjacent to the rear dielectric layer. The upper barrier rib is formed on the lower barrier rib. The upper barrier rib is made of a different material from the lower barrier rib.
