An apparatus and a method drying a target by inverting the direction of heated wind in order to dry upper and lower layers of the target uniformly are provided to obtain a high-quality target by uniformly drying the target without changing the direction of the target. A drying chamber is divided into a first drying chamber(120) and a second drying chamber(130). The first drying chamber is formed at a sidewall thereof with four input/output ports(170a-170d) of circulating heat wind. The four input/output ports have reverse plates(172) so that the reverse plates close the input/output ports simultaneously. The reverse plate is fixed to an opening/closing shaft(171). A driving motor(173) is mounted on one end of the opening/closing shaft.
