PROBLEM TO BE SOLVED: To provide an apparatus for maintaining a network monitoring/control function, regardless of the increase in the data downloading from a connection restricted computer. SOLUTION: The present apparatus comprises a first interface including a function for transmitting/receiving data to/from a network; a second interface, including a function for transmitting/receiving data to/from the network; a means for determining whether the network data received by the first interface have been transmitted from a first terminal; a means which generates information for changing the transmission destination address of network data, in the table of the first terminal into the address of the second interface, in response to the determination by the determination means that the network data have been transmitted from the first terminal; a means which transmits the information for the change into the address of the second interface to the first terminal; and a means for restricting the band of network data passing through the second interface to a predetermined value.
