PROBLEM TO BE SOLVED: To provide a communication terminal device, server and radio communication system for achieving communication in a radio signal restricted specific area. SOLUTION: A server 200 comprises: a control unit 201; a terminal control unit 202, a database RAM unit 203; a signal conversion control unit 204; an ad-hoc TX 205; an ad-hoc RX 206; a radio TX 207; and a radio RX 208. A mobile radio terminal 110, 120 comprises: a terminal function control unit 111; a peripheral unit 112; an ad-hoc TX 113; an ad-hoc RX 114; a radio TX 115; and a radio RX 116. A server 200 constructs a wireless ad-hoc network through radio connection between the terminal and the server, transmits a control signal containing the inhibition of radio connection with a base station 300 to the mobile terminal 110, 120, and when the control signal is received from the server 200, ad-hoc network connection is set up.
