A transmission power control method in a communication system includes a user terminal which performs transmission power control in a packet radio ac cess and a base station. The method includes: a packet transmission step (S1 03) in which the user terminal transmits a packet; an interference level mea suring step (S105) in which if the packet is a packet from other cell, the b ase station measures whether the interference by the packet exceeds a predet ermined threshold value; a permission transmission step (S107) in which the base station generates transmission power control information for controllin g the transmission power of the user terminal according to the interference measurement result and transmits the information to the user terminal; and a transmission power judgment step (S109) in which the user terminal judges w hether to control the transmission power according to the transmission power control information when a packet retransmission packet is transmitted.
