A color filter substrate and an LCD panel having the same are provided to enable a low reflection layer to prevent light, emitted from a backlight unit, from being transferred to a TFT(Thin Film Transistor) formed in a gate driver and a pixel TFT of a TFT substrate after being reflected in a black matrix, thereby preventing photo currents and improving contrast of the LCD panel. A black matrix(20) defines a pixel area. A color filter(40) is formed in the pixel area. A common electrode(60) is formed to cover the black matrix and the color filter. A low reflection layer(30) is formed on the black matrix. The black matrix comprises a conduction layer made from metal material and an insulating layer made from opaque insulating material. A thickness of the low reflection layer is about 200angstrom to 900angstrom. A thickness of the conduction layer is about 1000angstrom to 3000angstrom. The low reflection layer is made from CrOxNy. |
