A device and a method for converting PCI to SPI-3 interface are provided to realize complex components and resources required for interface conversion through a simple FPGA(Field Programmable Gate Array), thereby reducing cost and efforts for software development. First temporary storing units(100) store PCI(Peripheral Component Interconnect) packets and command/status information. If PCI packets are received from an HDLC(High-level Data Link Control) controller(10), a PCI interface logic(300) confirms the command/status information of the first temporary storing unit. If buffers(110) of the first temporary storing unit are empty, the PCI interface logic temporarily stores the PCI packets and changes an access point to the next first temporary storing unit. If the PCI packets are stored in the buffers of the first temporary storing unit, an SPI(Serial Peripheral Interface)-3 interface logic(400) reads out the PCI packets from the buffers and changes an access point to the next first temporary storing unit.
