<P>PROBLEM TO BE SOLVED: To provide a vehicle control device in which control algorithm can be easily replaced so that the environment desired by the user can be provided and which is used for high theft prevention. <P>SOLUTION: This vehicle control device comprises a control unit having a first storage device formed of program modules and storing the program for controlling a vehicle and a processing device calculating according to the program to generate control instructions and a portable storage device having a second storage device for storing at least a program module for forming the program.
