PROBLEM TO BE SOLVED: To efficiently store heat in all seasons by optimally controlling heat storage even in sudden change of an outside air temperature. SOLUTION: An integral time It (H) determining an average value by integrating the outside air temperature detected by a temperature detection sensor 24 is selectively variably set according to temperature change of the outside air temperature, a heat storage starting time is determined by calculating the heat storage amount on the basis of the average value, and an electric heater 12 is driven on the basis of the heat storage starting time to store the heat in a heat storing element 11 of a heat-storage heater body 10.
