PROBLEM TO BE SOLVED: To provide a resin composition for forming a temporarily surface-protecting adhesive having a suitable peeling strength and less change over time of peeling strength, without showing soil on an adhered material after the peeling and further having a shortened curing time, and the temporarily surface-protecting adhesive by using the same. SOLUTION: This resin composition is provided by containing a resin component and a photopolymerization initiator, without containing a polymerizable monomer or polymerizable oligomer, and substantially consisting of an acrylic resin (A) without containing any ethylenically unsaturated group and forming the temporarily surface-protecting adhesive by an active energy beam. Also, the temporarily surface-protecting adhesive containing only the acrylic resin (A) without containing the ethylenically unsaturated group substantially and obtaining by irradiating the active energy beam, and further the temporarily surface-protecting adhesive obtained by irradiating the active energy beam on the acrylic resin composition [I] mainly containing the acrylic resin (A) without containing the ethylenically unsaturated group are provided.
