<P>PROBLEM TO BE SOLVED: To provide a video signal processing apparatus capable of controlling to perform optimal quantization by determining the level of a video signal for the unit of a fixed length. <P>SOLUTION: The optimal quantization is performed by controlling a quantization means on the basis of a first level value outputted from a large block level discriminating means, a second level value outputted from a small block level discriminating means, a DC coefficient outputted from a DC detecting means, and an AC coefficient outputted from an AC detecting means. <P>COPYRIGHT: (C)2008,JPO&INPIT |
