<P>PROBLEM TO BE SOLVED: To provide a tag label preparation device and a radio tag information reading device for improving the reliability of an information system using a radio tag circuit element. <P>SOLUTION: Tag label preparation units A to Z are respectively provided with: a conveyance device 309 equipped with a radio tag circuit element To having an IC circuit part 150 for storing information and an antenna 151 for transmitting and receiving information, and configured to convey a tag tape 303; and an antenna 306 for performing radio communication with the radio tag circuit element To, wherein a tag label T is prepared by using the tag tape 303 whose information transmission and reception has been performed through the antenna 306 for the radio tag circuit element To.
