PROBLEM TO BE SOLVED: To provide a radio channel addition setting method and a system capable of securing a wide communication area, in the communications service using radio communications. SOLUTION: The radio channel addition setting method serves for the mobile communications system consisting of a first and a second radio base stations having a radio communications function between an exchange station and a mobile station, a first and a second radio control devices provided with a cable communications function with a radio base station respectively, and a third radio base station provided with a third cable communications function with a mobile station; and a third radio control device provided with a cable communications function with the third radio base station. When a radio channel addition request via the third radio base station occurs in relay of data from a mobile station through the short-circuited cable channel, the radio channel addition setting method includes a step for judging whether a radio channel addition request should be refused or not, based on a radio quality index between a mobile station and the third radio base station.
