PROBLEM TO BE SOLVED: To provide an assertion description converter and conversion method, capable of generating automatically an assertion description over the superordinate level of assertion description to a subordinate level of assertion description. SOLUTION: In this assertion description converter 1, a verification object specifying part 11 analyzes a syntax of the superordinate level of input assertion description 100 to specify a verification object, a design description searching part 12 searches a description as to the specified verification object in a superordinate level of concept description 300, a verification object description converting part 13 converts the description in the superordinate level of searched concept description 300 into the description in a superordinate level of concept description 400 corresponding thereto, a verification content analytical part 14 analyzes a verification content in the verification object described the superordinate level of assertion description 100, and a verification content description converting part 15 converts the analyzed verification content into a description mode of a subordinate level assertion description language for verifying a design description of a sub-concept, and outputs the superordinate level of input assertion description 200.
