PROBLEM TO BE SOLVED: To stably keep cleaning performance of transfer residues on an image carrier that is excellent in transferability and has an elastic layer. SOLUTION: A hard layer impregnated with isocyanate is formed on the elastic layer of the surface of an intermediate transfer body serving as the image carrier. Since this layer is hardened while keeping the elasticity, wear resistance is improved and the cleaning performance of a blade member can be held for a long period of time.
